She was made by the Hertwig firm in Germany c. 1920; faintly marked Germany on the back. The figure is all one piece and nicely finished bisque with colorful striped dress and red shoes with the teddy bear enameled in light brown. Overall height is 2". Great condition with no breaks or repairs.
